Rodriguez Ross

President

Rodriguez Ross is a lifelong resident of Mansfield. Mr. Ross has been married to Sylette Ford-Ross for 10 years. Their 4 children are Jasmine, Kaira, Rylan, & Raden. Mr. Ross is currently self-employed owning and operating his cemetery maintenance and supply company, Ross Services, LLC. He attends Mt. Olive Baptist Church in Oxford. Mr. Ross was the past worship master for the Pride of Anderson #137 Masonic Lodge. His hobbies include trail-riding and raising horses, breeding and raising Blue & Red Heelers, anything outdoors or involving family & friends.

Greg Baker

Vice-President

Greg Baker has been a resident of Stonewall for 30 years. Mr. Baker is married to Terrie Baker and has three children as well as five grandchildren.

Michael Norton

Parish Administrator

Michael (Mike) Norton was born and raised in Bossier City, Louisiana where he attended public school and graduated from Parkway High School. He received his Bachelor of Science degree in Accountancy from Louisiana State University in Shreveport.  

Mr. Norton’s working career spans more than twenty (20) years and includes public service as an elected official for the Town of Stonewall, the Tax Administrator for Bossier Parish, and working in the private sector in public accounting.

Mike has served as President of the Louisiana Association of Tax Administrator (LATA), served on the Board of Directors for LATA for more than 8 years, served as chairman of numerous committees for LATA and served as LATA’s first appointment to the Louisiana Sales Tax Streamlining and Modernization Commission that was established in 2015.

Lilliana Garcia

Treasurer

Lilliana (Lily) Garcia was born in Mexico and moved to the states in 1990, she attended Airline High School in Bossier Parish, then later graduated from Louisiana State University in Shreveport with a Bachelor of Science degree in Accountancy. Mrs. Garcia’s career includes over twenty-five (25) years of governmental service including Community Development, Code Enforcement, Permits, Engineering, Finance and Purchasing experience. 

Jodi Zeigler

Parish Secretary

As the Parish Secretary, Jodi is responsible for preparing and recording the official proceedings or minutes of the Police Jury, maintaining the body’s official records and taking care of its correspondence. She is also responsible for furnishing copies of all minutes, resolutions, budgets, proceedings and notices to the official journal for publications.

As the official and legal custodian of the public records, this Office is responsible for maintaining and making same available to the public. The public records, as an example, include minutes, regulatory ordinances (code of ordinances), delegation of powers of the Police Jury (authorities, boards, commissions, intergovernmental agreements), and correspondence related to programs, policies, projects and functions of the Police Jury.
